First thing first: reboot? Sometimes windows XP has refreshing problems. I remember having a side bar stuck on my desktop.

Already did that. Rebooted. Fiddled with the control panel. Nothing.

Whatever that thing is, it's driving me crazy. It's useless!

Try turning off ActiveX then turning them back on. I remember WinXP doing that to me, kindly without warning, of course.

Then again, it was long ago, so I may be way off.

Hmm, well, I've never seen a quickbar like that before, but I guess you can do this the overkill way. Go into RUN and type in MSCONFIG and look for it under services or startup. It's bound to be in either of those tabs.

Could be a program running that could easily be ended through your good ol' task manager.

Could be wrong too, but that's where I would start.
